Chicagoland Evaluation Association is delighted to present a virtual session on Institutional Review Boards, presented by Phil Stoeklen from Viable Insights.
This session will examine the origin of Institutional Review Boards (IRBs) and highlight their role and importance in evaluation and research involving human-subjects. We will also discuss the challenges that IRBs can pose for researchers– specifically around accessibility, cost, and unnecessary administrative hurdles. In response to these challenges, we will introduce our reimagination of an IRB, VIRB – a for the people IRB helping practitioners bring ethical research into action.

Phil Stoeklen, M.S.
Phil is a co-founder and partner at Viable Insights. He has a Master’s degree in Applied Psychology with concentrations in Health Promotion & Disease Prevention, Evaluation Research, and Industrial-Organizational Psychology. Phil manages many of the evaluation and org development projects at VI, but brings specific expertise to educational program evaluations and community-based research projects. In addition to Phil’s project work, he is also the administrator of VIRB (Viable Insight’s IRB service), is a former instructor and coordinator for the Evaluation Studies and Institutional Research graduate certificate programs at the University of Wisconsin-Stout. In that capacity, he taught courses covering evaluation theory, data collection techniques and best practices, and evaluation applications. Phil is also an active member of the American Evaluation Association, President-Elect of theArizona Evaluation Network, and a Director on the Board of Directors for the Better Business Bureau Serving Southern Arizona.
